Description
Program / Department Summary
The MEL department in Mercy Corps ensures that all programs are maintaining high program quality
standards and providing transparency and accountability to the communities we serve.
General Position Summary
The Monitoring, Evaluation and Learning Assistant will implement MEL activities linked to our
emergency and resilience programs (including but not limited to nutrition, wash, cash distributions,
economic recovery). He/She will quality assurance and monitoring activities to ensure quality and impact
that meet the requirements of the context (where needed remote/third party monitoring) and facilitates
evaluation. She /He will be responsible also to collect, analyze and report relevant data for the team to
measure program impact and ensure compliance with the MC Minimum Standards and specific donor data
and reporting requirements. The role will participate in onsite distribution monitoring, registrations, and
verifications.
Essential Job Responsibilities
Verification of Projects’ Participants
● Participate in beneficiary registrations and ensure up-to-date beneficiary databases are maintained.
● Conduct field visits to verify selected, dropout, and replacement beneficiaries and collect required
information about their eligibility/vulnerability status. This includes verifying beneficiaries’ status
before and during receiving the assistance.
Assessments and Evaluations
● Conduct both quantitative and qualitative data collection activities through surveys, KIIs, and
focus group discussions with beneficiary households and other stakeholders and ensure highquality
data is collected in accordance with the approved plans.
● Support Senior MEL Officer in supervising enumerators and data entry clerks as needed.
● Keep the Senior MEL Officer informed on the progress of evaluation activities according to the
plan and report any issues/ limitations arising during the assessments and evaluations.
● Enter collected data and submit to the Senior MEL Officer for cleaning.
CARM
● Collecting community feedback through CARM established channels and share it with the CARM
officer on daily basis.
● Support the CARM Officer for scanning and document the feedback and generating analysis
monthly summaries about the received feedback.
● Conduct regular field visit to support the CARM Officer and conduct community sensitization
sessions to create awareness and facilitate access to CARM platforms that include a hotline number,
WhatsApp, SMS and Toll-free, helpdesk and in-person and complaints boxes.
● Follow up with program team regarding to pending cases, CARM plans and set-up the CARM
FAQs for all ongoing programs.
● Ensure CARM Information, Education and Communication (IEC) materials are available at project
sites and accessible to communities.
● Follow-up complainants for clarifications, collecting further details on complaints, actions taken
and verification of actions on resolutions and closure of cases.
● Provide weekly updates about the status of all feedback received through the CARM channels and
share it with CARM Officer / CARM Coordinator.
● Participate in regular CARM satisfaction surveys.
● Contribute to the documentation of CARM lessons learned and success stories.
Trackers, databases, and Information Management
● Enter monitoring data into the activity-level online databases and offline trackers as guided by the
Senior MEL Officer and in accordance with the project’s MEL plan.
● Support the Senior MEL Officer with identifying inaccurate records from project’s record sets, or
databases and correct it by replacing, modifying, or deleting the coarse data.
● Organize and store all MEL related data and documents online in compliance with MC Minimum
Standards.
● Participate in data review workshops with the Senior MEL officer and program staff.
Reporting
● Support MEL Officer to provide timely reports and data summaries as directed in work plans.
● Participate in data review workshops with MEL and program staff.
● Collect and provide information in relation to CARM cases as requested and guided by the MEL
Senior Officer, CARM Coordinator and the PAQ Manager.
Program and Data Quality Assurance
● Conduct regular reviews of collected data with the Senior MEL Officer, MEL Officers, CARM
Officer and the PAQ Manager to ensure validity, reliability, relevance, timeliness, and accuracy
of captured information.
● Use proper tools to document progress and report activities according to the donor requirements
such as attendance sheets, field visits templates, specific forms, etc.
● Conduct regular field visits to implement data quality assurance processes, including PDMs,
ODMs, market assessments, spot checks, and field visits among other verification activities as
needed as per program activities.
● Enter data to relevant trackers and inform the officer and the program with any specific
observations during field visits.
● Support the Senior MEL Officer in reviewing progress reports and documents submitted by the
program team and provide comments and action points before approving for payments.
● Work closely with the Senior MEL Officer in providing information and documentation for DQA
purposes and TPM requests.
Other
● Conduct himself/herself both professionally and personally in such a manner as to bring credit to
the organization and to not jeopardize its humanitarian mission.
● Other duties as assigned.

policies.

Accountability
Reports Directly To: Senior MEL Officer/ Technically to CARM Officer for CARM related
activities.
Works Directly With: MEL, CARM, Program technical teams and other support departments as
needed.
Knowledge and Experience
1. At least a certificate or Diploma in development studies/social sciences
2. Certified training in monitoring and evaluation is an added advantage.
3. At least 2 years’ experience working within an international NGO in the MEL department is
preferred.
4. Knowledge of Food security and livelihood programming monitoring and evaluation
5. Understanding of the social, political, and economic context of humanitarian work.
6. Computer skills in MS Office programs, particularly Excel.
7. Strong oral and written English and Arabic skills.
8. Ability to think independently and problem solve.
9. Strong organizational skills and ability to multi-task.
10. Honest, hardworking, and committed to community development
