Job-specific

 

 

The second phase of the Yemen Emergency Electricity Access Project seeks to improve access to electricity for households and provide electricity to critical service facilities in rural and peri-urban areas within the Republic of Yemen. The project is financed by the World Bank (grant from IDA), and implemented by UNOPS. To achieve the project’s objectives, UNOPS will engage solar microfinance institutions (MFIs), solar installers and suppliers, technical service providers, and other stakeholders.

 

The Project will finance distributed solar solutions to provide urgently-needed access to electricity in Yemen. The project consist of three components: 

 

Component 1: Electricity in rural and peri-urban Areas (electricity for households, electricity for critical services facilities and support to COVID-19 isolation units and vaccine cold chain)

 

Component 2: Implementation support, market development and technical assistance for power sector sustainability.

 

Component 3: Contingent Emergency Response Component (CERC)

Functional Responsibilities

 

Under the overall supervision of the Project Manager and reporting directly to the Renewable Energy Specialist, the Quality Engineering Technician - Senior Assistant is expected to support the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Quality Engineering Technician - Senior Assistant will assist the Renewable Energy Specialist to oversee implementation of contracted works in conforming to the technical specifications and project /sub-projects documentations.

 

Detailed duties and responsibilities include the following:

 

Assist in the quality assurance process of the identified solar sub-projects works;

 

Assist in the site's assessment and quality inspection documents collection, and archiving in coordination with the field, design, and construction engineers.

 

In consultation with the Environmental and Social Safeguards officer and field team assist with implementation of environmental and social safeguards standards in all works activities’ coordination, documentation and reporting.;

 

Follow-up  the sub-projects’ work progress and quality for on-time project delivery.

 

Provide summary of received weekly and monthly reports from the field engineers to the Renewable Energy Specialist detailing all sub-projects matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter. 

 

Assist in quality management of construction works and works execution as per the contractual provisions and the design specifications.

 

Assist on the overall works implementation aspects to ensure construction works are completed on time, within budget and to quality standards.

 

Assist the team in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.

 

Conduct field visits to the sub-projects to ensure the progress, quality and adherence to the HSSE requirements.

 

Support in the provision of training activities for the field and office team;

 

Produce reports for all activities undertaken monthly, quarterly and annually.

 

 

Knowledge sharing and management

 

Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

 

 

Reporting

 

Ensure accurate and timely reporting of progress and conditions on sub-projects through daily site records prepared and submitted by the field team.

 

Produce any appropriate documentation identified by the project Manager and/or Senior Renewable Energy Specialist  in a professional and accurate manner.

Education/Experience/Language requirements

 

 

Education Secondary School Certificate/Diploma is required.Technical/Professional Diploma or a Bachelors Degree/Under graduate degree in Engineering,  other relevant discipline will be an asset, and may  reduce the required  number of years of experience

Qualifications and Experience

 

Candidates with secondary diploma will be required to have a minimum of 5 years of professional experience in public works activities. For Technical/Professional Diploma holders, a minimum of 3 years professional experience in public works activities is required Bachelors degree holders must have a minimum of 1 year professional experience. Skills in MS Office and IT in general are highly desired
